In November 2020, the construction of the Weiyan section of the Bohai-Rim high-speed railway started, and Penglai was included in the integration of "smoke and canopy", which brought unprecedented development opportunities and seamlessly integrated with the Beijing-Tianjin-Hebei, Bohai-Rim and Qingdao metropolitan area. After the completion of the Weiyan high-speed rail, Penglai will enter the era of "high-speed rail", 40 minutes to smoke, 1 hour to reach the green, 1.5 hours to the economy, 3 hours to Beijing, 7 hours to cover the Liaodong Peninsula shipping service circle. Combining with Chaoshui International Airport, it will take 2 hours to reach the Japan-Korea Air Service Circle, truly "extending in all directions". As the gateway to the Bohai Bay, Penglai is an important development node of the northern coastal area. It has a three-dimensional transportation network of "road, rail, water, air, and four in one". The Penglai high-speed rail area has become the south gate of the city to the inland. It takes 40 minutes to reach the Liaoning Peninsula opposite the Bohai Bay, 30 minutes to Penglai Chaoshui International Airport by car, 15 minutes to the city center and the northern coast, and 10 minutes to transfer to the two major city passenger stations.
The spatial scope of the high-speed rail area is from Zhanqian West Road in the west, National Highway G228 (formerly G206) in the north, Provincial Highway S209 in the east, and Delongyan Railway in the south. The total planned area is 5.54 square kilometers, totaling 8,316 acres.

The usable land is 3276 acres, including 1430 acres of residential land, 374 acres of commercial and residential land, 296 acres of commercial facility land, 354 acres of commercial facility land, 79 acres of commercial transportation mixed land, 256 acres of scientific research land, and 487 acres of industrial research and development land.
The project plans to adopt the "investor + design and construction general contracting" model for implementation . The implementing entity selects the social capital party through public bidding, and the social capital party and the implementing entity jointly establish a project company, and the project company is responsible for the investment, construction, and operation of the project. Under this model, the main source of income paid by the implementing entity to the project company is the retained part of the new fiscal revenue within the scope of the project's cooperation.

The Penglai District Government will rationally plan the nature of the land in the district based on market conditions and regional tourism resources, focusing on residential, apartment and commercial purposes, which is conducive to project financing; 2. As the development engine of the southern part of Penglai District, the Penglai District Government strongly supports the development of this area and will conduct closed-fund operation and management of the area; 3. The Penglai District government and various departments will fully implement the investment promotion policies in the area, and ensure the vitality of the area's market through various strategies such as tax reduction and tax reduction and rental discounts for new properties; 4. The project relies on the high-speed rail hub, with obvious location advantages and good development prospects. The implementation entity will control the development sequence of the project, and orderly control the risk of capital investment and market dissolution; 5. With the "tourism+" industrial cluster as the core, form an urban hub gateway area that integrates tourism services, commerce and trade, business science and technology innovation, and health and wellness.
The first opening area is located on the northwest side of the Penglai high-speed rail area. The south is adjacent to the Penglai High-speed Railway Station. The total area is about 108.6 hectares. It is about 10 minutes' drive from the center of Penglai and only 30 minutes' drive from Yantai. The regional transportation is extremely convenient. Functions include tourism reception, tourism brand promotion, tourist gathering and distribution, transportation connections, business commerce, headquarters economy, business services, etc.
The total area of the first development zone is 108.6 hectares, including 11.77 hectares for commercial and residential use, 5.98 hectares for commercial use, 23.6 hectares for business facilities, and 5.28 hectares for mixed use of commercial and transportation.
The development sequence is divided into 5 phases: Phase 1: Covering an area of approximately 42.8 hectares (642 acres), it mainly includes: "The first line"-the improvement of Yinchuan Road and the construction of green parks along the line; "One piece"-the main part of the high-speed railway station city complex, in front of the station park. Phase 2: Covering an area of approximately 14.1 hectares (211.5 acres), located on the east and west sides of the Zhanqian Park, it will jointly build a high-speed rail new city migratory road network with Phase 1 , focusing on business functions and building a high-speed rail area business circle. Phase 3: It covers an area of approximately 13.0 hectares (195 acres) and is located in the northwest corner of the first opening area. Mainly for commercial and residential functions, and supporting residential and commercial functions for the first development zone. Phase 4-Phase 5: Phase 4 covers an area of about 30 hectares (450 acres), and Phase 5 covers an area of about 8.28 hectares (124 acres), perfecting the functions of first opening area, business, transportation, transfer, and supporting facilities. According to the development status of the high-speed rail area's industrial development and complete functions, we choose the opportunity to start.
Focusing on the Penglai fairyland cultural tourism brand, create the image of the city Sanxianshan with the concept of "Xiantian Xianxian", and create a multi-dimensional comprehensive park that integrates "Xianxian" in the fairyland of the Zhanqian District. The park in front of the station covers an area of about 3.87 hectares. The main design concept of the station-city complex is “integrated station and tour, three-dimensional station city, retreat architecture, three-dimensional landscape”, and seamlessly connects with the current railway station through architectural design, integrating transportation hubs, tourism services, cultural exhibitions, leisure experiences, etc. Multiple formats are integrated. With "Penglai Fairy Mountain" as the architectural form intention, the core landmark of the high-speed rail area is shaped. The main functions are business offices, star hotels, cultural conferences, etc. Remarks: The specific scale and investment can be determined in the later stage of the project based on the actual situation of regional development, and this investment has not been considered for the time being.
